Implemented by Teens of Color Abroad (TOCA) and supported by the J. Christopher Stevens Virtual Exchange Initiative (JCSVEI) under the U.S. Department of State’s Bureau of Educational and Cultural Affairs, TOCA Online aims to create meaningful international connections through virtual exchange.

The program is designed for high school and university students who want to improve their language proficiency, develop intercultural communication skills, and engage in global conversations with peers and refugee educators worldwide.

What is TOCA Online?

TOCA Online is a virtual language and cultural exchange program that allows students to learn languages such as Arabic, French, and Spanish from native speakers. The program places a strong emphasis on dialogue, cultural awareness, and global collaboration.

Students are taught by refugee language partners who are native speakers of the language they teach. These instructors are located in different parts of the world and bring valuable cultural perspectives into each lesson. Through this approach, students gain both linguistic competence and cultural understanding.

The program also integrates workshops, peer exchanges, and collaborative projects designed to encourage cross-cultural dialogue and global awareness among participants.

Program Structure

TOCA Online offers two main program tracks:

High School Virtual Language Program

The high school program is designed for students between the ages of 13 and 18 and runs for three weeks. During this period, students participate in virtual language instruction sessions combined with cultural exchange activities.

Participants can choose from several language options depending on their interests and goals.

Available courses include:

  • Introduction to Arabic (20 hours)

  • Introduction to French (10 hours)

  • Introduction to Spanish (10 hours)

  • Advanced Spanish (10 hours)

Students take part in live online sessions where they practice speaking and listening skills while interacting with peers from around the world.

In addition to language classes, students attend Refugee Voices workshops, which feature distinguished refugee speakers who share their stories and experiences. These sessions provide students with insights into global migration, resilience, and cultural diversity.

College-Level Arabic Language Exchange Program

TOCA Online also offers a college-level program focused on Arabic language practice and cross-cultural collaboration.

This program connects students from Historically Black Colleges and Universities (HBCUs) in the United States with university students from the Middle East and North Africa (MENA) region.

Participants engage in:

  • One-on-one Arabic and English language exchanges

  • Interactive online modules

  • Cultural workshops

  • Collaborative virtual sessions

The exchange typically runs for seven to eight weeks, allowing participants to build meaningful connections while improving their language skills.

At the end of the program, American participants submit short video introductions in Arabic demonstrating their newly acquired skills, while MENA participants present their experiences collaborating with U.S. students and discuss how the program helped prepare them for the workforce.

Currently, the college-level opportunity is available only to students from partnering HBCUs.

Program Options and Costs

TOCA Online provides two participation options for high school students.

Standard Program

The standard program is offered free of charge, making it accessible to students from various backgrounds.

Participants in the standard program receive:

  • Live virtual language instruction

  • Refugee Voices workshops

  • Cultural exchange sessions

  • A digital certificate of completion

  • Access to alumni opportunities and networking resources

Immersive Program

Students seeking a more intensive experience can enroll in the Immersive Program, which costs USD 250.

This option includes all benefits of the standard program plus additional features such as:

  • Five hours of personalized one-on-one language practice

  • A TOCA completion package containing a t-shirt, pen, sticker, printed certificate, and activity book

  • Invitations to three virtual culinary lessons

The immersive option allows participants to deepen their language practice and gain a richer cultural experience.
